No, Your Website Does Not Have to Be in Catalan
Start here, because a lot of what gets sold in this market starts somewhere else. There is no general rule requiring a business to have a Catalan-language website — the Catalan Consumer Agency says as much, and the same is true of Spanish. What exists is narrower and more specific: Article 128-1 of the Codi de consum de Catalunya gives consumers the right to receive certain consumer information in Catalan. So the question is never "is our site in Catalan" but "which parts of it carry information covered by that right".
Which Parts, Then
Judge a page by what it does rather than what it is called. Price lists, contractual documentation, quotes, invoices, receipts, fixed information about the business, and the information a buyer needs to use a product safely — that is the covered set, and a marketing page carrying an offer and a price is in it while a page carrying neither usually is not. Your trademarks and trade name do not need translating. Nor is there a size threshold: the trigger is whether you are addressing consumers in Catalonia, including from outside it.
The Part the Constitutional Court Narrowed
This is the piece almost nobody selling translation will mention. Spain’s Constitutional Court has ruled on the Codi de consum more than once, and it upheld the requirement that price lists, contractual documents, quotes, invoices and fixed signage be available in Catalan. But it also held that the broader right to be attended orally and in writing in the official language of your choice cannot be turned into a general, immediate duty on individual staff, and that limb is not enforceable against businesses in the way the documentary requirements are. Both halves are true. A supplier quoting you for a full Catalan translation of everything is not describing the law.
And Barcelona’s Business Base Is Bigger Than It Looks
One statistical quirk worth knowing if you are sizing up the market. Spanish company registrations are recorded against the province of a company’s registered office, which is why Madrid appears to generate around a quarter of all new Spanish companies while holding roughly 15.6% of actual business premises. The counterpart is that Catalonia’s share is understated by the same mechanism — businesses trading here but registered elsewhere. The Madrid page works through that effect, and the Spain page covers the LSSI disclosure duties that apply nationally on top of any of this.

Questions, Answered Directly
Not as a blanket rule. What the Codi de consum requires is that specified consumer information — prices, contractual documents, quotes, invoices, fixed business information — be available in Catalan where you are addressing consumers in Catalonia. That is a smaller job than translating the whole site.
It can. The trigger is whether you are offering goods or services to consumers in Catalonia, not where the business sits. There is no employee or turnover threshold attached to it either.
No. Trademarks and trade names are carved out, so the brand stays as it is. The requirement is about the consumer information around it.
WebBizora packages start at $1,199 and run to $2,999 for builds including booking or payment integration, delivered remotely. Because only part of a site is actually covered, scoping the Catalan work properly usually costs less than a full second-language build — but it is a structural decision, so it belongs at the start.
