Every Singapore Business Needs a Named DPO on the Site
This is the PDPA requirement most often missed, and it is stricter than the GDPR equivalent people tend to compare it to. Section 11(3) requires every covered organisation to designate at least one Data Protection Officer, and section 11(5) requires the business contact information of at least one DPO to be made publicly available. There is no size threshold. A three-person studio has the same obligation as a bank. Under the GDPR a small business usually has no DPO duty at all, which is exactly why companies entering the Singapore market miss this one. The contact can be a general company email rather than a named individual’s direct line, and the DPO does not have to be based in Singapore — but the contact has to be genuinely reachable during Singapore business hours.
On the Phone-Number Question, the Guidance Has Moved
Several widely-circulated summaries state that if you publish a phone number for your DPO it must be a Singapore number. Others report the PDPC has since clarified that a Singapore number is not mandatory. We can’t reconcile those two claims from the public guidance, and rather than pick one and sound confident, the practical answer is that publishing an email address avoids the question entirely — which is what most organisations do anyway. Worth flagging because this is a detail where copying a competitor’s privacy page can copy their outdated reading of the rule too.
The PDPA Follows Your Visitors, Not Your Office
The Act has extraterritorial reach: any organisation collecting, using or disclosing the personal data of individuals in Singapore is covered, wherever it is registered. Sending data outside Singapore is allowed only where the recipient provides protection comparable to the PDPA, which matters immediately for the ordinary stack a small site runs on — an email marketing tool, a form handler, analytics, cloud hosting in another region. Those transfers are fine with the right contractual footing, and invisible until someone asks. Mapping them during the build is considerably easier than reconstructing them two years later.
Access Requests Have a Clock on Them
An individual can ask what personal data you hold and ask you to correct it, and the response window is 30 days. That has a design consequence people rarely think about: the site needs a real request channel — an email to the DPO or a dedicated form — and a messaging app alone doesn’t serve as the only route. Penalties under the post-2020 regime reach SGD 1 million or 10% of annual turnover, whichever is higher, and the protection obligation, meaning failure to make reasonable security arrangements, is the most frequently penalised area of all. Keeping a site patched is part of that, which is the unglamorous case for ongoing maintenance.

Yes. Section 11(3) applies regardless of size or industry, and the role can sit with an existing employee or be outsourced. Appointing one does not transfer the organisation’s own obligations to that person.
Most organisations put them in the privacy policy, often repeated in the footer. The requirement is that the information is publicly available and workable, not that it sits in a particular place.
If you collect, use or disclose personal data of individuals in Singapore, yes. Organisations without a Singapore entity cannot register a DPO through the local portals, but still have to publish the DPO’s contact details, typically in the privacy notice.
The PDPA applies to cookies that process personal data and accepts deemed consent in some circumstances, so it is a different model from the GDPR and ePrivacy combination rather than a lighter version of it.
