Web Design & Development in Lisbon
WebBizora designs and develops websites for businesses in Lisbon, with the same AI-enhanced process used everywhere else — delivered fully remotely.
Portugal creates around a quarter of a million businesses a year, and fewer than one in five of them is a company — which tells you almost everything about who you are competing with in Lisbon. WebBizora builds for Lisbon businesses fully remotely, from $1,199.

Four in Five New Portuguese Businesses Are One Person
INE counted 1,593,415 active enterprises in Portugal in 2024, with 246,589 born that year. Only around 45,000 of those births were sociedades. The rest were empresários em nome individual — sole traders. That ratio is the single most useful thing to know about the market you are entering in Lisbon: your competitors are overwhelmingly individuals, working alone, who registered a business and are figuring out the rest as they go. Nationally, 99.9% of non-financial enterprises are SMEs.
Fewer Than Half Reach Three Years
INE’s survival figures put 75.5% of new Portuguese businesses still trading one year after birth, and 48.5% at three years. So roughly half of what looks like competition today will not be there in three years, and roughly half of the businesses you see established have already cleared a bar most do not. There is one genuinely encouraging regional note underneath the national picture: Grande Lisboa recorded a 6.2% fall in estimated business deaths, one of only three areas to show a decline.
The Rule Every Portuguese Website Must Follow
This one is specific to Portugal and it is missed constantly. Under Decreto-Lei 156/2005, a business that has a website must display prominent access to the electronic complaints book at livroreclamacoes.pt. Not a physical book in the shop — a visible link on the site itself. Registration is once per company against your NIPC. It costs nothing to comply and it is one of the first things an inspection looks for, which makes it an unusually cheap thing to get wrong. The Portugal page covers it alongside the 90-day remediation window under DL 9/2020.
Lisbon Is Bairros and Concelhos
Alfama, Príncipe Real, Alvalade and Marvila are not one market, and the wider metropolitan area reaches into Almada, Amadora, Sintra, Oeiras and Cascais — separate concelhos with separate customers who search by name. For a service business, defining the bairros and concelhos you genuinely cover reads as more credible than a blanket claim on the capital, and it competes against a much smaller field. Lisbon also has a large international and English-speaking population, which makes bilingual a real commercial decision rather than an afterthought.

Questions, Answered Directly
If your business has a website, yes. Decreto-Lei 156/2005 requires prominent access to the electronic complaints book at livroreclamacoes.pt from the site itself. Registration is one per company against the NIPC, and compliance costs nothing.
Your company identification and NIPC, alongside the usual consumer and privacy information. The Portugal page sets out the full picture, including how the accessibility obligations and the remediation window work.
For many Lisbon businesses, yes — the customer base is genuinely international. The decision worth making early is structural, because adding a second language to a finished site is consistently more expensive than building for two from the start.
WebBizora packages start at $1,199 and run to $2,999 for builds including booking or payment integration, delivered remotely. Given that most new Portuguese businesses are sole traders, keeping the site a small predictable cost tends to matter more than adding scope.
