Conversion to Owner-Occupied Flats Needs Permission Citywide
Converting rental flats into individually owned apartments requires permission across Berlin for buildings with more than five units, under a federal rule that now runs to the end of 2030 and takes precedence over the district preservation ordinances. Below that threshold, the Milieuschutz rules still govern inside a preservation area.
